Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
My idea is to use the state against itself. This entails writing a license such that anyone found trying to re-license code that originates from something written under this license, would be violating copyright.
Further, you could add prohibition against use in government. (I got this idea from your criticism of freedom 0).
I suppose this is similar to NAPL 1.1 that you mention (I can't find it anywhere). And I'm aware that this might break down theoretically as gradualism.
